Hawaii Commission on Water Resource Management
"The Commission has jurisdiction over land-based surface water and ground water resources, but not coastal waters. The protection and management of these water resources is carried out through resource assessments, planning, and regulation. Generally, the Commission is responsible for addressing water quantity issues, while water quality issues are under the purview of the State Department of Health."
Hawaii Department of Health - Water Quality
The mission of the Department of Health (DOH) is to protect and improve the health and environment for all people in Hawai`i . The Water Quality branches within DOH include Clean Water, Safe Drinking Water, Wastewater, and Environmental Planning Office.

Hawaii Water Quality Extension Program
From this site, you can access 319 Non Point Source Pollution projects that have been conducted in the State of Hawaii. Section 319 NPS projects have been funded to provide water quality information and education, innovative pollution prevention practices, or remediation of an existing water quality problem or site. Funding is provided through the U.S. Environmental Protection Agency and the State Department of Health's Clean Water Branch.
